Reoccuring Foot Skin Condition

i have had this reoccuring feet skin condition since 95, not sure if i got it in Jail or by treading in dog poo, it seems to come back every coupla months, it comes up in the form of blisters, the only relief seems to be when i burst the blister..I only get this on my feet.. What is it..
