Can toe problem cause severe aching in ankle?

I have had two hammer toe operations on the same toe, the last being about 2-3 years ago. The surgeon said after the 2nd one ‘If it doesn’t do the trick then I’m afraid that’s just the nature of the beast’, meaning, I guess that it wouldn’t be worth doing it again.
