Is this Dry Skin, a Fungal Infection or something more serious?

Hi all, just wondering if anyone can help identify what is going on with my foot. Ignore the circular patch of dead skin located at the top/middle of the picture, that is a blister which has just recently healed over (Due to route marching, as i’m in the army). 1) The skin looks to be dry and hard, however my other foot is completely healthy
