pain in 4th and 5th metatarsal three years after stress fractures

I had stress fractures on the 4th and 5th metatarsals and now ever since i have pain when standing for a long time or lifting and putting more pressure on my foot. Is it scaRscaR tissue or what? It took navy medical 2 months ofof me hurting and it getting 10x worse for then to find them.
